Lakeland Electric McIntosh, Unit 5 Isolated Phase Bus Testing, Evaluation and Repair

Lakeland Electric seeks a qualified Industrial Electrical Services contractor to inspect, test, and correct deficiencies in two independent Isolated Phase Bus (IPB) Systems at the McIntosh Power Plant Unit 5. The work covers both the Combustion Turbine (CT) and Steam Turbine (ST) IPB systems, which are critical infrastructure connecting generators to their respective Generator Step Up Transformers.

The CT IPB is a continuous design 20KV, 9000A bus manufactured by Calvert, connecting the 325MVA CT Generator to its associated 300MVA GSU Transformer. The ST IPB is a continuous design 13.8KV, 7000A bus manufactured by Delta-Unibus, connecting the 150MVA ST Generator to its associated 160MVA GSU. Both systems are bonded at all ends. A single contract will be issued to one qualified contractor for both systems. All work must be performed during the Spring Outage scheduled to begin February 22, 2025, and end May 5, 2025.

The selected contractor must demonstrate thorough familiarity with utility Isolated Phase Bus Systems through references of recent, similar-scope projects. The specification covers all power conductor components between generator stator terminals, GSU, PPT excitation, and instrument transformers attached directly to IPB connections. This scope of work was last performed during the Fall Outage of 2017. A mandatory pre-bid meeting will be held at the McIntosh Power Plant, 3400 E Lake Parker Drive, Lakeland, FL 33805.

Key dates include a Pre-Proposal meeting on December 16, 2024 at 3:00 PM, a Q&A deadline of December 24, 2024 at 10:00 PM, and the proposal submission deadline of December 31, 2024 at 8:30 PM. Contractors must submit pricing proposals, vendor questionnaires, safety documentation, and proof of relevant experience with similar IPB systems.
