Larsen Power Plant Stairwell Extension

The City of Lakeland is seeking a qualified contractor to provide fabrication, shop drawings, and construction services for a stairwell extension at the Larsen Power Plant main building. The project consists of extending the existing stairwell structure to provide safe access to the roof level, per the attached structural drawings. The selected contractor shall be responsible for field verification, preparation of shop drawings, fabrication, and full installation of the stairwell system.

The contractor must review the provided design and verify all field conditions. Any discrepancies, constructability concerns, or required adjustments must be brought to the City's attention prior to fabrication. The vendor is responsible for ensuring proper installation and integration with the existing structure. Existing stairwell drawings are provided for reference, with the proposed new stairwell extension and required modifications identified in the highlighted drawing set. The new work will connect to the existing stairwell structure and extend access to the roof level.

A mandatory in-person pre-bid meeting and site walkdown will be conducted at the Larsen Power Plant on May 1, 2026 at 2:00 PM. Attendance is required for all prospective bidders to review site conditions, ask questions, and fully understand the project scope. The Q&A deadline is May 14, 2026 at 9:00 PM, and proposals must be submitted by May 22, 2026 at 7:30 PM.

The proposal includes sections on notice, introduction, scope of work, selection criteria, insurance and safety requirements, specification of safety and occupational health, vendor questionnaire, and pricing proposal. Required attachments include indemnification agreements, a human trafficking affidavit, structural and design drawings, contractor safety evaluation forms, and PSM contractor annual audit forms.
