Line Clearance Tree Trimming

The City of Lakeland is seeking qualified contractors to provide comprehensive line clearance services for energized transmission and distribution power lines within the city. The scope of work includes supervision, labor, equipment, tools, materials, and supplies necessary to perform line clearance operations. Services will facilitate the installation of new facilities and improvements to existing facilities located on public right-of-ways and private properties throughout Lakeland.

The contractor must demonstrate the ability to supply additional crews in the event of emergencies to ensure rapid response to emergency situations. This is a critical operational requirement for maintaining reliable power delivery to the city's customers. The contract encompasses ongoing maintenance and emergency response capabilities.

Key dates include a Question and Answer deadline of December 27, 2023, at 10:00 PM ET, followed by the proposal submission deadline of January 3, 2024, at 7:00 PM ET. The solicitation was released on November 21, 2023. Detailed maps and schedules for the trim areas are provided in the attachments, including district-specific trim maps (A through Z designations), substation addresses, and a proposed schedule for 2024.

All contractors must comply with comprehensive insurance, safety, and occupational health requirements as specified in the bid documents. Multiple indemnification forms are required, and contractor safety evaluations will be conducted. A Predictive Safety Management (PSM) contractor annual audit is mandatory, and proposals must include a detailed pricing structure and vendor questionnaire responses.
