LMI CBRE RFPs

Hawaiian Electric issued Community-Based Renewable Energy (CBRE) Phase 2 Request for Proposals (RFPs) for Low- and Moderate-Income (LMI) subscribers in accordance with PUC Order No. 38217. CBRE, also known as Shared Solar, provides a mechanism for participating subscribers without privately-owned rooftop solar to benefit from electricity generated by renewable energy facilities located within their utility service territory. The Companies developed multiple RFPs including LMI CBRE RFPs for Oahu, Maui, and Hawaii Island; Tranche 1 CBRE RFPs for Oahu, Maui, and Hawaii Island; a Molokai CBRE RFP; and a Lanai CBRE RFP.

The RFP process encompasses four stages: RFP Development, Bid Submission, Bid Evaluation, and Project Selection. Bidders must submit proposals via Power Advocate, an electronic procurement platform. Detailed registration and technical support information is provided in Appendix B and Appendix D of the RFP documents. Key dates in the RFP timeline include: March 17, 2022 issuance of final LMI CBRE RFPs at 4:00 p.m. HST; March 29, 2022 Technical Training for Contracts webinar (10:00-11:00 am HST); March 25, 2022 Proposer's Conference webinar; April 25, 2022 Lump Sum Payment and Bill Credit Training (10:00-11:00 am HST); and April 11, 2022 updates to Appendix K-2. On November 15, 2022, Hawaiian Electric selected seven solar projects across Oahu, Hawaii Island, and Maui for the LMI CBRE RFP, with projects expected to be operational in 2025.

Projects selected include solar facilities ranging from 2.5 MW to 6 MW, with several incorporating battery energy storage systems (BESS).
