Clean Energy Alliance (CEA) is requesting proposals for long-term, California Renewable Portfolio Standard-eligible (RPS) non-solar renewable energy and low/no emissions supply and/or capacity from projects interconnected within the California Independent System Operator (CAISO) balancing authority. CEA supplies annual retail energy requirements approximating 2,450GWh with a peak demand of approximately 500MW. The RFP is intended to support CEA's future Portfolio Content Category 1 (PCC1 or Bucket 1) energy requirements through long-term power purchase agreements with qualified suppliers, and to support CEA's future local (San Diego/Imperial Valley), flex, and system resource adequacy (RA) capacity obligations. CEA is not interested in solar generation offers or standalone storage offers under this solicitation, but welcomes offers for wind (including repowers), geothermal, carbon capture, and biogas/biomass projects. Selected projects will enter into a Power Purchase Agreement (PPA) with CEA for energy and/or capacity offtake.
