Low and Medium Voltage Breaker Maintenance and Rebuilding Services

Lakeland Electric is soliciting qualified contractors to perform inspection, maintenance, repair, and refurbishment services for low and medium voltage breakers at various power generation facilities. The scope includes breaker types such as GE Pow-R-Vac, Siemens GMI, Eaton DS, and Cutler Hammer molded case breakers, operating in the 5KV-15KV and 600AF-4000AF classes. Services must ensure all breakers operate reliably, safely, and in accordance with manufacturer and industry standards.

The contract period is one year with four optional one-year renewals upon mutual consent. The project addresses the critical need for well-maintained circuit breakers at multiple generation facilities, as even minor degradation in contact surfaces, timing, or insulation integrity can lead to system vulnerabilities or failure. The selected vendor must provide detailed reporting, fast turnaround on repairs, dependable refurbishment services to extend asset life, and adherence to OEM standards for inspection and testing.

Key dates include a pre-proposal meeting on February 16, 2026 at 3:30 PM, questions and answers deadline of March 3, 2026 at 10:00 PM, and proposal submission deadline of March 6, 2026 at 8:00 PM. The RFP was released on February 9, 2026 and posted the same day. Responsive, detail-oriented vendors with proven technical capability in breaker maintenance and refurbishment are encouraged to submit proposals.

Proposals must include vendor questionnaire responses, pricing proposals using the provided pricing sheet, safety and occupational health specifications, insurance requirements, and indemnification agreements. Contractors must demonstrate experience with breaker inspection, maintenance, repair, and refurbishment services, along with appropriate licensing, certifications, and safety records.
