Low-Voltage Switchgear with Integrated ATS

This document, Proposal Certifications Form PUR-466 (Revision 5, dated October 14, 2025), is a mandatory certification package issued by Fermi Forward Discovery Group, LLC (FFDG) to be completed by all offerors submitting a proposal in response to an FFDG solicitation. The form gathers a series of federal and DOE-mandated certifications and representations that the offeror must execute and return as part of its proposal submission package.

The certifications are tiered by the dollar value of the proposed subcontract. For proposals $10,000 and above, the offeror must provide Export/Import Control information, including an export compliance point of contact, a representation regarding items on the U.S. Munitions List and the Commerce Control List, and complete the Buy American – Construction Materials (FAR 52.225-9) certificate. This includes detailed definitions of domestic construction material, foreign iron and steel, critical components, and COTS items, plus procedures for requesting a determination of inapplicability of the Buy American statute.

For proposals $150,000 and above, additional certifications are required: Certificate of Independent Price Determination (FAR 52.203-2), Certification and Disclosure Regarding Payments to Influence Certain Federal Transactions (FAR 52.203-11), Certification Regarding Responsibility Matters (FAR 52.209-5), Employment Reports on Veterans (FAR 52.222-37), and Anti-Kickback Procedures (FAR 52.203-7). For proposals $550,000 and above, the offeror must complete the Combatting Trafficking in Persons (FAR 52.222-50) and Certification Regarding Trafficking in Persons Compliance Plan (FAR 52.222-56) certifications, particularly if work is to be performed outside the United States.

The document also includes provisions for Rights in Proposal Data (FAR 52.227-23), Rights in Data – General (FAR 52.227-14), and Patent Rights (DEAR 952.227-11 / 952.227-13). The offeror must sign and date the form, indicating its full company name, name/title of company official, and proposal number. Certifications must be returned to the Procurement Specialist as part of the proposal submission package.
