MAINTENANCE YARDS EV CHARGER EXPANSION

Pasadena Water & Power invites bids from qualified contractors to provide all labor, supervision, tools, equipment, materials, and incidentals necessary to construct the EV Charger Expansion Project at PWP Maintenance Yards. The project involves the installation of electric vehicle charging infrastructure at the maintenance facility located at 311 W Mountain Street in Pasadena, California. The City has obtained all required construction permits, and contractors must perform work in strict accordance with approved design drawings and specifications.

Key project requirements include coordination of Owner-furnished equipment (major EV charger equipment will be provided separately by the City), proper handling and installation of charging infrastructure, and commissioning of all systems. The scope encompasses electrical construction, infrastructure installation, and coordination with utility systems. Contractors must comply with California prevailing wage requirements, provide performance and material/labor bonds, and meet all federal, state, and local regulatory requirements including FEMA and EPA grant requirements for Davis-Bacon wage compliance.

Important dates include a Q&A deadline of April 2, 2026 at 9:00 PM and a proposal submission deadline of April 16, 2026 at 9:00 PM. The project requires relevant construction experience documentation and completion of multiple forms including technical questionnaires, lobbying activity disclosures, and federal certifications. Approved design plans and EV charger specifications (Kempower and IXP equipment) are provided as part of the contract documents.
