Request for Proposals for design, development, implementation, and maintenance of a Management, Tracking, and Reporting System for the Cape Light Compact. The system will serve as the primary repository for data management, tracking, and reporting of the Compact's energy efficiency programs serving approximately 200,000 electric customers across Cape Cod and Martha's Vineyard. The system must support: customer master data loading from NSTAR with automatic monthly updates; customer search and display with multiple criteria; call center activities including new customer enrollment and interaction tracking; customer leads, enrollment, application and workorder tracking; vendor access and data exchange with secure portal access; manual invoice data entry capability; and comprehensive reporting for regulatory compliance (monthly, quarterly, annual, and three-year reports to Department of Public Utilities, Energy Efficiency Advisory Council, and Department of Energy Resources). The system must accommodate historical participation data from 2001-2015 and track data from January 1, 2016 onward. Required elements must be implemented by December 1, 2015; near-term elements by December 1, 2016; and longer-term elements by December 1, 2018. The system must be cloud-based with web-based access supporting Windows machines on-site and remote access, compatible with Internet Explorer, Mozilla Firefox, Apple Safari, and Google Chrome. System must integrate with vendor databases for automated data exchange, provide export capabilities for various reporting formats, and maintain strict data security and confidentiality protocols. Future considerations include power supply program integration, evolution of smart device technology integration, planning document incorporation, and scenario analysis capabilities.
