Maryland SOS RFP

This Request for Proposals solicits bids from suppliers interested in providing full requirements wholesale power supply service to Pepco for Standard Offer Service (SOS) customers in Maryland. The procurement process is established under the regulatory framework set forth in multiple Maryland Public Service Commission cases and settlement agreements, specifically Case No. 8908 Phase II, Case No. 9037, Case No. 9056, Case No. 9064, and Case No. 9063.

The RFP covers the following customer classes: Residential SOS customers to be procured twice yearly using two-year contracts effective June 1, 2007, with subject to a contract term transition period; Type I Non-Residential SOS (small commercial with demand below 25kW) to be procured twice yearly using two-year contracts effective June 1, 2008; and Type II Non-Residential SOS (customers with demand ranging from 25kW up to 600kW). Type II customers were previously separated into Type II-A (100kW to 600kW) and Type II-B (25kW to 100kW) but were reunited into a single customer class with quarterly procurement for a one-year period beginning June 1, 2007, prior to the transition to twice-yearly procurement.

The RFP reflects the wholesale competitive bidding process established through multiple regulatory proceedings and settlement agreements approved by the Maryland Public Service Commission. Suppliers must meet the product definition requirements and other terms and conditions specified in Section 2-2 of the RFP. All relevant settlement agreements and Commission Orders have been posted on Pepco's RFP website. Should the Commission require any changes to the documents or information provided, Pepco will update such documents accordingly and post changes to the website.
