Mass Codes and Standards Initiative RFP

This Request for Proposal seeks a qualified Contractor to provide comprehensive technical expertise in implementing the Codes and Standards Compliance and Technical Support Initiative (CSCS) in Massachusetts on behalf of Mass Save Sponsors. The initiative builds upon the Program Administrators' codes and standards work that began in 2011, with the first Code Compliance Support Initiative (CCSI) launching in 2014. CSCS was expanded in 2018 to include codes and standards advancement support as part of a long-term strategic plan to transform the market through improved efficiency of the state's building codes and standards.

The selected Contractor will be responsible for delivering technical expertise across multiple service areas including program implementation, management, and reporting; code compliance training; technical assistance through an Energy Code Circuit Rider program; compliance tools and third-party energy specialist support; codes and standards advancement support at state and national levels; local code and standards advancement technical support; stakeholder interaction and cross-promotion; coordination with the evaluation team; workforce research; and data documentation and management. The initiative addresses the identified need for energy code compliance assistance within the building inspection community, home energy rating community, and design community for both commercial and residential sectors.

The RFP is led by National Grid, Eversource, Cape Light Compact, Unitil, Liberty Utilities, and Avangrid/Berkshire as the Program Sponsors. All interested bidders must have demonstrated experience in successfully providing the required services. National Grid will conduct the RFP on behalf of all Lead Program Sponsors through an ARIBA e-sourcing platform. Key RFP Timeline: RFP issued to Vendors on April 2, 2026; Deadline to submit questions through ARIBA is April 17, 2026; Final Proposal Submission deadline is May 14, 2026. All questions must be submitted through the ARIBA Sourcing tool using the Messages function to ensure consistent information distribution to all team members and suppliers.
