The Department of Energy Resources (DOER) is soliciting consulting services from a qualified contractor to update and revise the State Energy Security Plan (SESP). This plan is an essential component of the state's efforts to enhance energy security planning in the coming decade and beyond. The SESP was previously revised in 2013 and 2022, and this engagement seeks to develop the next iteration of this critical strategic planning document.
The project is funded by the U.S. Department of Energy and will be administered by the Department of Energy Resources. The consulting services will focus on comprehensive energy security planning that addresses current and future energy challenges facing the Commonwealth of Massachusetts.

Three amendments were issued to the solicitation, with the most recent amendment issued on February 13, 2023, which extended the bid opening date and replaced the main RFR document with Amendment One. Additional amendments were issued on February 8, 2023 (adding Q&A worksheet) and February 9, 2023 (adding 2022 SESP Table of Contents).
Submissions must be received by the bid opening date and time. The solicitation is open to small business purchasing program eligible vendors. All required forms, including Commonwealth Terms and Conditions, Contractor Authorized Signatory Listing, Prompt Pay Discount form, W-9, Commonwealth EFT authorization, SDP Plan Form, Environmentally Preferable Products and Practices Form, and any other required attachments must be submitted with the proposal.
