Materials Testing

The Tarrant Regional Water District (TRWD) is requesting Statements of Qualifications (SOQs) from qualified firms to provide materials testing services for two major pipeline replacement projects. The selected vendors will perform testing, recording, and reporting tasks including steel weld inspections, concrete testing procedures, soils testing, compaction testing, and related reporting. The scope covers two Cedar Creek pipeline projects: Cedar Creek Section II Phase 1B (replacing 10 miles of large diameter PCCP with steel pipe) and Cedar Creek Section IV (replacing 8 miles of large diameter PCCP with steel pipe).

Key dates include a Q&A deadline of February 27, 2025, at 11:00 PM and a proposal submission deadline of March 7, 2025, at 8:00 PM. Vendors should not include any fee estimates, pricing, or billing rate information in their SOQ submissions. This is a Statement of Qualifications process, meaning TRWD is evaluating firm capabilities and experience prior to selecting vendors for these infrastructure projects.

The Tarrant Regional Water District operates four major reservoirs (Lake Bridgeport, Eagle Mountain Lake, Cedar Creek, and Richland Chambers) and has constructed over 250 miles of water pipelines ranging from 72-inch to 108-inch in diameter. The transmission pipeline system conveys water from supply sources through multiple pump stations and balancing reservoirs to customer water treatment plants and terminal storage reservoirs. These pipeline replacement projects are critical infrastructure work for the regional water supply system.
