McIntosh, MGT2 Brushless Field Ground Detection System

The City of Lakeland Electric is seeking a qualified vendor to supply and install a turnkey brushless field ground detection system for its 120 MW McIntosh Gas Turbine Unit 2, located at 3030 E. Lake Parker Drive, Lakeland, FL 33805. The existing ground detection system is over 25 years old and requires replacement with modern technology to prevent potential catastrophic damage to the turbine that could render it inoperable for several months and result in significant repair costs. The successful vendor will be responsible for all engineering, design, procurement of major materials, sensors, detectors, and electronic hardware, along with complete startup and commissioning services.

The vendor must provide a standard commercially available off-the-shelf detector system engineered and designed for this specific installation. Lakeland Electric will handle installation of stationary equipment under vendor direction, while the vendor will be responsible for installation of rotating equipment. The unit will be made available for installation and offline for a 10-day period beginning in mid-February 2026. All external process and protective relaying, alarming, and controls will be provided by Lakeland Electric. The system must include a 5-year warranty and five annual on-site service visits.

Key dates for this procurement include a pre-proposal meeting on August 12, 2025 at 1:30 PM, a questions and answers deadline of August 15, 2025 at 9:00 PM, and a proposal submission deadline of August 22, 2025 at 8:00 PM. Vendors may schedule an additional on-site pre-bid visit up to one week before the bid due date by contacting the procurement agent. The Siemens Turbo Generator Instruction Manual and excitation P&IDs are provided as references in the project attachments.

Vendor selection will be based on qualifications, system performance characteristics, and best value to the City. Vendors must be in the normal business of providing power plant industry-standard brushless field ground detection systems and provide a substantial client reference list of successful installations. All contractors must meet insurance, safety, and occupational health requirements specified in the proposal documents, including completion of safety evaluation and contractor audit forms.
