McIntosh Power Plant Site Stormwater Modifications

The City of Lakeland is seeking qualified contractors to perform modifications and removal of existing site conditions and construction of a new stormwater management system at the McIntosh Power Plant, a 530-acre facility located at 3030 East Lake Parker Drive in Lakeland, Polk County, Florida. The project encompasses removal of pavement and infrastructure, site grading, and construction of two new stormwater retention ponds (designated as the 'West Pond' and 'Admin Pond') in areas that previously held Units 1, 2, and 3 and the Coal Yard. The McIntosh Power Plant generates electricity using multiple units including two diesel peaking units, two simple cycle combustion turbines, six reciprocating engines, and a combined cycle natural gas unit (Unit No. 5).

The scope of work includes alteration of existing surface water ponds within the project area, installation of new outfalls, and installation of ripric revetments to prevent scouring or erosion. This project represents the first phase of modifications to the overall stormwater management system, which required significant changes following the retirement and demolition of generating units 1, 2, and 3. An Environmental Resource Permit has been obtained for the construction of the two new stormwater retention ponds.

Key dates for this solicitation include a Pre-Proposal meeting on May 27, 2026 at 6:00 PM ET, a Questions and Answers deadline of June 11, 2026 at 9:00 PM ET, and a Proposal submission deadline of June 19, 2026 at 7:30 PM ET. The project will be delivered under a lump sum pricing structure for the West and Admin Pond construction. Contractors must meet specified insurance and safety requirements, complete vendor questionnaires, and submit detailed pricing proposals using the provided bid pricing sheet. All proposals must include indemnification agreements and contractor safety evaluation documentation.
