McNeil Station ESP Field Rebuild

The City of Burlington Electric Department seeks proposals for the installation of a new groundwater withdrawal well at McNeil Generating Station, located at 111 Intervale Road, Burlington, Vermont. The existing well has reached the end of its service life and must be replaced. The original well has the following specifications: 24" x 18" diameter, 45 feet depth, 18" pipe screen size (10 feet), Goulds 7THC 3-stage pump with 40 HP Centri Pro motor, and original capacity of 30 GPM/ft at 650 GPM. The new well must be installed within 50 feet of the old well location while achieving equivalent or better performance, and will require a new pitless adapter.

The scope of work includes siting and installing the new well with all necessary test wells and/or observation wells required to confirm optimal well location. Proposals must address all project tasks from beginning to end, including site preparation (excavation), well installation, commissioning, and site finishing. While site preparation and finishing are preferred to be included, they are not mandatory. Proposals must also address all necessary hardware procurement (such as the pitless adapter) and specify whether hardware procurement is included in the bidder's scope. The Department prefers that all hardware procurement be performed by the bidder but this is not required.

Key dates for this project include: RFP release on January 21, 2026; mandatory site walkthrough on February 5, 2026 at 10:00 AM EST with Lincoln Sprague, Director of Generation Engineering and Maintenance at 111 Intervale Road; last date to submit written proposals is February 20, 2026 at 5:00 PM EST; proposal evaluation occurs February 27, 2026; contractor selection is March 6, 2026; project start date is April 25, 2026; and project completion deadline is May 22, 2026.

Proposals must be submitted in five parts: Part I (Company Summary with contact information), Part II (Technical Proposal describing approach, technology, design method, and project plan with milestones and timeline), Part III (Cost Proposal with fixed not-to-exceed cost), Part IV (Professional Experience and References including licensure, subcontractor information, and qualifications), and Part V (Additional Information). All proposals must be uploaded to the secure website https://www.burlingtonelectric.com/rfp by the deadline; mailed or emailed responses will not be accepted.
