MD Standard Offer Service RFP

The Potomac Edison Company is soliciting proposals for full requirements wholesale electric power supply service to meet the needs of its Standard Offer Service (SOS) retail load obligation. The procurement encompasses energy, capacity, ancillary services, renewable energy obligations and losses, but excludes network integration transmission service. Suppliers will have obligations stated as specific percentages of Potomac Edison's retail load for specific service types or customer classes.

The RFP solicits proposals for multiple service types and contract terms: Residential SOS for 12-month terms (June 1, 2026 - May 31, 2027 and June 1, 2027 - May 31, 2028) and 24-month terms (June 1, 2026 - May 31, 2028); Type I Non-Residential SOS for 24-month terms (June 1, 2026 - May 31, 2028); and Type II Non-Residential SOS for multiple 3-month terms (December 1, 2025 - February 28, 2026; March 1 - May 31, 2026; June 1 - August 31, 2026; and September 1 - November 30, 2026). The multi-procurement process will be conducted over the next twelve months with four procurements per delivery year, plus reserve procurements if necessary.

Key requirements include: applicants must be members of PJM in good standing and authorized by FERC to make sales of energy, capacity and ancillary services at market-based rates; submit an Expression of Interest Form, executed Confidentiality Agreement, PJM and FERC qualifications certifications, Credit Application with financial information, and executed Binding Bid Agreement; and provide bid assurance collateral in the form of cash or irrevocable letter of credit. All proposals must be submitted using provided Bid Form Spreadsheets between 10:30 a.m. and 11:30 a.m. Eastern Prevailing Time on specified procurement due dates. Bids will be evaluated based on the Discounted Average Term Price, with the lowest-priced conforming bids selected until procurement targets are met. A Price Anomaly Threshold procedure applies to Residential and Type I Non-Residential SOS bids.
