Medium Voltage Distribution Switches

The City of Pasadena Water and Power Department (PWP) is soliciting bids for the furnishing and delivery of medium voltage distribution switches for use on the city's electrical distribution system. PWP provides electricity to approximately 68,000 customers through a highly complex Transmission and Distribution (T&D) system comprised of thousands of interconnected components. The distribution system operates at either 4,160 Volts (4kV) or 17,200 Volts (17kV), and the department requires a variety of replacement parts and equipment to maintain reliable electrical service to its customers.

Bidders must furnish medium voltage distribution switches meeting specified technical requirements and performance standards. Delivery of equipment is required per the contract specifications and timeline. The procurement is conducted under competitive bidding procedures with HUD requirements applicable to the contract. Bidders must comply with federal terms and conditions, provide required certifications, and include evidence of Unique Entity ID registration with SAM (System for Award Management).

Key deadlines include a Questions and Answers deadline of June 23, 2023 at 6:00 PM Pacific Time, and a proposal submission deadline of July 24, 2023 at 6:00 PM Pacific Time. Bidders must submit all required forms including declarations of non-collusion, legal status affirmations, and federal compliance certifications. Technical drawings for various switch configurations (2 and 3 position load break, bus tie and manual transfer, 2 and 3 position fault interrupting, and 38kV 3 position fault interrupting) are provided as reference documents.
