Meters for Pasadena Remote Intelligent Gateway (RIG) and Utility Intertie

The City of Pasadena Water & Power (PWP) seeks CAISO-approved revenue meters for installation at the Glenarm Powerplant and TM Goodrich Receiving Station. The procurement includes replacement of aging Remote Intelligent Gateway (RIG) system and CAISO metering infrastructure that has been in service for approximately 20 years and requires modernization to current technology standards.

The Glenarm Power Plant consists of five generating units: four Gas Turbine Units (GT-1, GT-2, GT-3, GT-4) and a combined cycle Unit GT-5. Units GT-1 and GT-2 are simple cycle vintage gas turbines rated at 22 MW each. Units GT-3 and GT-4 are GE LM 6000 models with 44 MW capacity each. The combined cycle Unit GT-5 has a capacity of 71 MW and has been in commercial operation since December 2016. The RIG system is currently located at the City's Dispatching Center and is required by CAISO to monitor the generating units.

Bidders must comply with all technical specifications provided in the Pasadena Meter Technical Specification document. Suppliers shall provide equipment that meets CAISO approval requirements and all applicable federal, state, and local regulations. The procurement includes submission of required forms including declarations of non-collusion, lobbying activity disclosures, and technical questionnaires. Federal contract provisions and HUD requirements apply to this solicitation.
