Microsoft Power BI Implementation, Training and Consulting

The City of Pasadena Water and Power Department seeks qualified vendors to implement Microsoft Power BI and provide training and process documentation associated with best practices in using the platform. The desired vendor should have demonstrated experience implementing Microsoft Power BI for public sector agencies, with utility experience being preferable.

The City of Pasadena operates a municipal electric utility and municipal water utility serving customers within and outside city limits. The utility currently lacks a standardized data visualization platform and uses multiple systems including Excel-Office365 and SQL Server Reporting Services 2019 for reporting. The organization maintains systems on Oracle 19c and Microsoft SQL Server 2017 SE, with a data warehouse on Oracle 19c. The scope includes implementation of Power BI, staff training, and comprehensive documentation of processes and best practices.

Key technical infrastructure includes: ERP system using Tyler Munis, utility billing on Oracle Customer to Meter (C2M), field services via Oracle Field Service (OFS), and ETL processes primarily through Microsoft SQL Server Integration Services (SSIS) with custom applications and scripted extracts. Authentication uses Microsoft Active Directory and staff utilize Microsoft Exchange email via Office 365.
