Redwood Coast Energy Authority (RCEA), a community choice aggregator (CCA) serving Humboldt County, California, is seeking to swap for or purchase Resource Adequacy (RA) products from eligible bridge capacity resources (MTR Bridge RA), as defined in the CPUC's Mid-Term Reliability (MTR) Decisions 21-06-035 and 23-02-040. MTR Bridge RA must be from incremental RA resources that do not appear on the CPUC's Baseline Generator List. RCEA prefers like-for-like swaps of solar or energy storage RA products. Products sought include: 1) MTR Bridge RA, Generic Capacity, up to 5 MW NQC from Import, zero-emission or RPS resources for June 1, 2025 through December 31, 2025, and 2) MTR Bridge RA, Diablo Canyon Replacement Capacity, up to 8 MW NQC from Zero-emission or RPS resources for June 1, 2025 through December 31, 2025. MTR Net Qualifying Capacity (NQC) quantities are determined by multiplying the nameplate capacity of a resource by the 2025 Effective Load Carrying Capability (ELCC) corresponding with its technology type listed in the 2021 Incremental ELCC Study for Mid-Term Reliability Procurement.
