MidSouth Electric Co-op 2022 RFP for MISO Energy and Capacity Resources

MidSouth Electric Co-op seeks energy and capacity resources delivered firm into MISO to meet procurement needs of up to 150 MW or up to 750,000 MWh annually. The RFP solicits proposals across multiple resource types including full-requirements services contracts, fixed load shape energy services, thermal generation, solar (standalone and solar plus battery energy storage), wind generation, energy-only blocks, MISO capacity products, and daily call options. Contract terms between 10 and 58 months are requested, with PPAs up to 20 years considered and 25-year contracts preferred. MidSouth will consider offers with commercial operation dates beyond March 1, 2025, with preference for COD no later than March 1, 2025. Preference will be given to solar and energy storage projects already in the MISO interconnection queue, though queue position is not required.

Key dates include: RFP issued July 29, 2022; Notice of Intent to Provide Indicative Proposal deadline August 8, 2022; final question submission deadline August 29, 2022; Round 1 Bid Proposals due September 9, 2022; Short List notification October 21, 2022; Round 2 Bid Proposals due November 4, 2022; Round 2 Finalist Selection December 6, 2022; and Complete Negotiation of Final Contract by January 24, 2023.

Proposals must be delivered firm into MISO. MidSouth will only consider HOU hub products if delivered firm into MISO. All questions and responses are posted publicly (anonymously). Financial information, historical hourly load data, load profiles, and Auction Revenue Rights information require execution of a Non-Disclosure Agreement prior to sharing. Credit support providers (guarantors) must be identified in proposals.
