Migration of GIS Data from ESRI Geometric Network to ESRI Utility Network

New Braunfels Utilities (NBU) is soliciting sealed proposals for the migration of GIS data from ESRI Geometric Network to ESRI Utility Network. This project involves the conversion and transfer of existing geographic information system data from the legacy Geometric Network platform to the newer Utility Network platform within the ESRI ecosystem. The scope includes data validation, transformation, testing, and implementation support to ensure seamless transition of critical utility infrastructure data.

• Q&A Deadline: March 24, 2026 at 5:00 PM CT
• Proposal Deadline: April 14, 2026 at 2:00 PM CT (sealed proposals must be received by this date)
• Proposal Opening: March 31, 2026 at 3:00 PM CT via Microsoft Teams videoconference
• Proposals must be held firm for 120 days from submission

Respondents must register as NBU vendors at https://procurement.opengov.com/portal/nbutexas to receive documents and addenda. Evaluation and Award:
NBU will award the contract to the respondent whose proposal is determined to be the most advantageous considering the relative importance of price and other evaluation factors. NBU reserves the right to refuse or reject any or all proposals, waive formalities or technicalities, accept portions of proposals, and hold proposals for up to 120 days without taking action.
