Missouri Department of Natural Resources Request for Proposals for Rebates Design and Implementation

The Environmental Improvement and Energy Resources Authority and the Missouri Department of Natural Resources' Division of Energy seek a single qualified contractor to design and implement the Home Energy Rebates Programs. The selected contractor will be responsible for drafting revised full funding applications for the Home Energy Rebates Programs if such applications require revisions, developing Implementation Blueprints for the programs, implementing these programs, and drafting the state's Market Transformation Plans for the programs, all under the direction of MoDNR-DE.

All activities shall be conducted in accordance with program guidance issued by the U.S. Department of Energy (as amended on an ongoing basis) and MoDNR-DE's funding applications as approved by USDOE. The contractor will work with two primary programs referenced in the IRA 50121 and IRA 50122 Narrative Documents, which provide detailed context for the scope of work and implementation requirements.

Key deadlines include a question submission deadline of 3:00 P.M. CST on June 18, 2026, with responses posted by 3:00 P.M. CT on June 25, 2026. Proposals must be submitted by 3:00 P.M. CT on July 2, 2026.
