Request for Proposal for a vendor to provide comprehensive multi-family retrofit program services including program management, energy assessments, installation of efficiency measures, quality assurance, data management, and customer support. Services include whole facility assessments for multi-family residential buildings with 5+ dwelling units, development of Energy Action Plans, installation of weatherization and efficiency measures (air sealing, insulation, lighting, thermostats, water conservation, appliances), instant savings measures, incentive processing, quality assurance/quality control inspections (75% of projects), data tracking and reporting, marketing support, and scheduling/follow-up services. The vendor will serve as the Primary Project Point of Contact (PPC) managing full program delivery from assessment through follow-up, coordinating delivery of measures across electric and gas utilities, and handling billing to appropriate Program Administrators. Work includes coordination with subcontractors for weatherization installations, competitive bidding for projects >20 units, HEAT Loan program referrals, customer service hotline operation, and compliance with Mass Save standards.
