Multifamily Electric Vehicle Charging Program

Clean Power Alliance of Southern California (CPA) is seeking proposals from qualified contractors to provide comprehensive technical and administration services to implement a multifamily electric vehicle charging program. The program will deliver property owner outreach and engagement, technical assistance, and rebates to multifamily properties across CPA's service territory in Los Angeles and Ventura Counties.

The selected Proposer will provide a full range of services including program startup and implementation planning, development of self-service online resources, ongoing program administration and coordination, property owner and manager outreach, technical assistance with tiered service levels, and rebate management and administration. The program targets a minimum of 45 properties receiving EV charging installations and 45 properties receiving technical assistance over the three-year initial contract term, with a goal of installing a minimum of 550 charging ports. At least 30% of participating properties must meet equity eligibility requirements to qualify for enhanced rebates.

Key deliverables include development of a comprehensive Implementation Plan, setup of a customer relationship management (CRM) system, creation of program applications and public-facing materials, development of online educational resources available in English, Spanish, and Simplified Chinese, coordination meetings and annual reporting, comprehensive technical assistance including site assessments and engineering design documents, and rebate application management with payment processing. The Proposer must have demonstrated experience with multifamily EV charging programs, transportation electrification rebate programs, and technical assistance programs at the utility, municipal, or community choice aggregator level.

Key milestone dates include: RFP release April 14, 2026; written questions deadline April 21, 2026; responses to questions April 30, 2026; proposal submission deadline May 28, 2026 by 4:00 p.m. Pacific Time; evaluation period May 28 to June 19, 2026; potential interviews June 22 to July 10, 2026; notice of intent to award July 13, 2026; contract negotiations July 13 to August 14, 2026; protest deadlines August 18-21, 2026; Board approval anticipated September 3, 2026; and anticipated work commencement September 7, 2026.
