Municipal Interior Lighting Retrofit

The City of San Pablo is soliciting sealed bid proposals for the Municipal Interior Lighting Retrofit project (PW 564). The project consists of retrofits and replacement of fluorescent lighting from T12 to more efficient T8 lamps (28 Watt), replacing magnetic ballast with instant start electronic ballast, installing occupancy sensors where called out by the City, and replacing any discolored or broken lenses where appropriate. The Engineers Estimate for this project is $100,261.

The City has received an Energy Efficiency and Conservation Block Grant (EECBG) from the U.S. Department of Energy, funded by the American Recovery and Reinvestment Act of 2009 (ARRA). The selected Contractor must ensure that the City complies with the requirements of the EECBG and ARRA programs and the specific terms of the City's grant agreement, including compliance with Davis-Bacon Act wage requirements and required use of American iron, steel, and manufactured goods. Comprehensive lighting audits and project estimates have already been completed for each facility by the East Bay Smart Lights Program, which will provide utility rebates towards the total project costs.

Key dates include a mandatory pre-bid meeting on Tuesday, April 26, 2011 at 3:00 PM at San Pablo City Hall Council Conference Room (Building 2, 13831 San Pablo Avenue). Sealed bids must be received by the City Clerk by Tuesday, May 3, 2011 at 2:00 PM. Bid opening will occur on May 3, 2011.

Minimum qualifications require proposers to have at least five (5) years professional experience either manufacturing lighting equipment or as a manufacturer's representative or distributor of fluorescent lighting for sale to commercial customers and/or public agencies. Bidders must provide three (3) previous customer references, two of which must be public agencies where the company has provided lighting retrofit work. All customer references must be submitted with the bid.
