NASEO and the Energy Services Coalition (ESC) are offering a limited number of no-cost state-specific virtual Energy Savings Performance Contracting (ESPC) trainings for State and Territorial Energy Offices interested in educating state, local, and institutional (MUSH) market stakeholders in their jurisdictions. ESPC provides an opportunity for states, localities, and facility owners to leverage private capital for efficiency upgrades with energy, water, and operational cost reductions paying for the improvements and yielding net savings. Over the past three decades, ESPC projects have financed more than $50 billion in energy-saving investments, with the recent passage of the Infrastructure Investment and Jobs Act and the Inflation Reduction Act presenting opportunities for expanded impact.
NASEO and ESC will work with up to five State and Territorial Energy Offices to host two-hour training workshops covering the basics of ESPC financing for energy efficiency. The trainings will address the benefits of using ESPC for facility improvements, the steps and stakeholders involved in implementing ESPC projects, available state and federal resources to support ESPC projects, and the unique barriers to financing that MUSH market building owners face and how ESPC can overcome those barriers.
NASEO will prioritize requests from State and Territorial Energy Offices interested in hosting workshops targeting rural or underserved market segments, including school districts (particularly those serving high proportions of students eligible for free or reduced-price lunches or those with school district locale codes of 41, 42, and 43), public housing agencies, and rural local governments. Training content will be customized to focus on state-specific aspects of ESPC. Interested states should contact NASEO staff to request co-hosting the training.
