NASEO Request for Information (RFI) – Implementation Options for Home Energy Performance-Based Whole-House Rebate Program and High-Efficiency Electric Home Rebate Program

The National Association of State Energy Officials (NASEO) is requesting ideas for the implementation of two federal rebate programs: the Home Energy Performance-Based Whole-House Rebate Program (HOMES) and the High-Efficiency Electric Home Rebate Program (HEEHR). The RFI responses will be posted on the NASEO website to support State Energy Offices in program design and will be accessible to the general public.

Respondents are invited to submit ideas in three categories: 1) Comprehensive Program Design (maximum 5 pages) for complete "programs in a box" that could be implemented by states; 2) Program Elements (maximum 4 pages) for specific components such as consumer protections without requiring a complete program design; and 3) Indication of Vendor Interest (maximum 2 pages) for vendors to document their interest in supporting State Energy Offices. The total maximum submission length across all categories is 15 pages. Respondents can submit to any combination of the three categories.

Comprehensive Program Design submissions should address company characteristics and DEIA approach, program goals and market transformation objectives, building types and income targeting, technology eligibility and measurement approaches, market conditions and policy requirements, implementation details including participant journey and funding flows, roles and responsibilities of implementation partners, and RFP language. Program Elements submissions should describe specific program components in detail. Vendor Interest submissions should summarize services offered to State Energy Offices.

All submissions must be in PDF format and include a signed statement confirming that no confidential or proprietary information is included and that the response is suitable for public dissemination. Responses must not include cost or pricing information. This RFI is being undertaken by NASEO on behalf of State Energy Offices, not the U.S. Department of Energy, and NASEO makes no warranties regarding responses or their use. The RFI is not being conducted on behalf of the U.S. Department of Energy.
