NASEO is seeking State Energy Offices to participate in a pilot program providing technical assistance for developing and stewarding relationships with commercial freight operators and fleets to accelerate medium- and heavy-duty (MHD) electric vehicle (EV) adoption. Selected states will establish state-specific Electric Fleet (eFleet) Working Groups focused on engaging commercial fleets that are early adopters or interested in electrification, with particular emphasis on "right now" use cases such as medium-duty last-mile delivery and heavy-duty local/regional haul operations.
The pilot engagement will span ten months through November 2026. Selected State Energy Offices will commit approximately 2-4 hours per month to participate in monthly check-ins and convene their eFleet Working Groups. NASEO will provide comprehensive technical assistance including launching and facilitating state-specific eFleet Working Groups, organizing in-person kickoff workshops and virtual follow-up meetings, coordinating with critical partners such as state trucking associations and utilities, providing curated tools and resources from national labs and EPRI, and supporting the development of a state-specific "Electric Truckstop" webpage on the State Energy Office website.
Key dates include the response deadline of February 23, 2026, with NASEO announcing selections by the end of February 2026. The eFleet Working Groups will create forums for two-way communication between State Energy Offices and fleets, enabling states to understand industry needs and concerns while providing fleets access to information on available incentive programs and technical assistance. The working groups will also facilitate early engagement between fleets and utilities regarding charging infrastructure and interconnection planning, and encourage knowledge exchange using trusted national resources.
