NASEO (National Association of State Energy Officials) is offering technical assistance to a limited number of State and Territory Energy Offices to support freight electrification planning and infrastructure development. This initiative aims to convene key stakeholders and develop comprehensive action plans for charging infrastructure buildout at high-priority locations across participating states.
Participating states will receive customized technical assistance over approximately one year, which may include hosting in-person, in-state workshops with local stakeholders such as State Energy Offices, State Departments of Transportation, Public Utilities Commissions, utilities, freight operators, and infrastructure providers. NASEO will leverage best-in-class resources, tools, and experts to evaluate near- and medium-term charging needs, identify optimal charging hub locations, prioritize and sequence infrastructure deployment, and assess anticipated electric system needs, timelines, and costs.
The technical assistance encompasses identifying planning, policy, and programmatic solutions to address local barriers to freight electrification, identifying public funding opportunities to leverage private sector investment, and developing comprehensive action plans. These action plans will identify freight charging infrastructure needs, provide gap analysis of required upgrades to enable infrastructure buildout, outline policy and technical options, identify funding avenues through public and private sources, and assign specific tasks to various state stakeholders.
Interested State Energy Offices must submit responses by June 5, 2024, to Jessie Lund, Program Director, at jlund@naseo.org. Responses should address the state's current status on establishing a statewide freight charging infrastructure plan, coordination with other state agencies, interstate freight corridor charging discussions, involvement with DOE Zero-Emission Freight Corridor Planning projects, and desired outcomes or deliverables from the assistance.
