The National Association of State Energy Officials (NASEO) and Lawrence Berkeley National Laboratory (LBL) are requesting information from service providers interested in supporting State Energy Offices with energy efficiency and renewable energy financing programs. This Request for Information (RFI) seeks to identify and catalog qualified service providers across the United States and territories who can deliver comprehensive program support services.
Service providers are invited to register and provide detailed information about their capabilities across multiple service categories. These include program design services such as direct lending structures, co-lending/participation structures, interest rate buydowns, and loan loss reserves. Additionally, providers should describe their capacity for financial and operational program administration services using the same financing mechanisms.
The RFI solicits information on recruitment, approval, training, and support services for participating lenders, energy auditors, and project contractors. Service providers should also indicate their capabilities in program marketing, website development and management, and Federal grant compliance monitoring including Davis Bacon Act compliance, Build America Buy America Act compliance, National Environmental Policy Act (NEPA) compliance, and National Historic Preservation Act (NHPA) compliance. Program metric collection and reporting services are also sought.
Submitting organizations acknowledge that Berkeley Lab and NASEO will not review, vet, or screen service providers responding to this RFI, and make no express or implied approval or endorsement of listed providers. State Energy Offices are expected to follow their own procurement policies when accessing providers from the registry. Service provider information will be made publicly available on NASEO's website.
