NASEO (National Association of State Energy Officials) is issuing a Request for Interest to identify State and Territory Energy Offices interested in receiving technical assistance to develop planning and implementation strategies for leveraging federal funding to establish state clean energy funds. State clean energy funds support the development, demonstration, and deployment of clean energy technologies by leveraging federal, state, and other public dollars to mobilize private capital for investment in clean energy projects.
The technical assistance will be customized to individual state needs and may include virtual roundtables reviewing clean energy fund structures and opportunities; small-group and one-on-one discussions on key issues such as integration of WAP (Weatherization Assistance Program) and LIHEAP (Low Income Home Energy Assistance Program) considerations; foundational steps for establishing state or local clean energy funds or partnerships with state energy financing institutions; workforce impacts and needs; and strategies for State Energy Office coordination and collaboration. NASEO will also provide direct support to states on developing project and program ideas for clean energy fund support and will produce summary reports highlighting innovative program and project models.
Interested State Energy Offices must submit responses by the deadline of February 23, 2024. Responses should include information on current status toward establishing a statewide clean energy fund, level of interest in partnering with state energy financing institutions and pursuing DOE Loan Programs Office funding, potential sources of funding assistance needed, and priority technical assistance areas for participation.
This technical assistance effort is designed to help states meet Governor- or legislatively-mandated clean energy goals through exploring opportunities to braid DOE funds with other federally funded programs.
