Proposals must be submitted to Catherine Reed at creed@naseo.org and include a cover letter with Unique Entity ID and SAM.gov registration, resumes, a description of relevant experience, a proposed approach and workplan, and a task-based budget using the DOE budget justification spreadsheet. Total proposal pages (exclusive of resumes and budget) must not exceed 6 pages in 11-point font.

Evaluation criteria weight technical experience and qualifications at 40%, proposed approach at 40%, and budget at 20%. All costs must remain firm for 90 days after the due date. The subcontractor will invoice monthly for actual work completed, with reimbursement after NASEO receives payment from DOE. Late proposals will not be accepted, and NASEO reserves the right to reject any or all proposals. The award is subject to DOE approval before NASEO executes the subcontract.
