NASEO Request for Proposals: Online Training on Electric Regulatory Constructs and Engagement for State Energy Offices

The National Association of State Energy Officials (NASEO) seeks a qualified organization to develop a comprehensive self-paced online training program on utility regulatory constructs and engagement strategies for State Energy Office staff. The training will be delivered through LearnWorlds, a cloud-based learning management system, and structured as a multi-module course combining recorded video instruction, supporting documents, knowledge checks, and interactive elements.

The scope encompasses five primary tasks: (1) Instructional design and curriculum development for modules covering regulatory and policy structures, regulatory constructs and utility frameworks, rate design principles, regulatory engagement strategies, utility filings and data analysis, and utility planning and modeling; (2) Course build-out and content production for LearnWorlds, including detailed course mapping, video lesson production (10-15 minutes per lesson), module configuration, knowledge checks, progress tracking, and completion certificates; (3) Supplementary resource development including a Regulatory Engagement Reference Guide, at least three annotated case studies from recent state regulatory proceedings, and a curated Resource Library; (4) Post-launch evaluation including participant surveys, platform analytics review, a 2-3 page evaluation memo, and support for content updates for six weeks following launch; and (5) Project management with monthly reporting and bi-weekly check-in calls with NASEO.

Key dates include RFP issuance on June 24, 2026; questions due July 1, 2026; written proposals due July 15, 2026 by 11:59 p.m. ET; proposal evaluation complete by July 24, 2026; award notification by July 31, 2026; and estimated contract start date of August 17, 2026. The project timeline extends approximately 20 weeks from contract start, with major deliverables including the course map and instructional design plan by Week 5, draft video lessons by Weeks 9 and 11, supplementary resources by Week 11, fully built course by Week 13, course launch by Week 14, and post-launch evaluation memo by Week 20.

The training objectives include equipping State Energy Office staff with foundational understanding of utility rate design, cost-of-service principles, and rate structures; building familiarity with regulatory constructs and state public utility commission roles; strengthening capacity for meaningful engagement in regulatory proceedings; developing practical skills for reviewing utility filings; introducing data needs and analytical frameworks for evaluating rate proposals; and creating a durable, reusable training resource that NASEO can maintain and update over time. The subcontractor must have expertise in utility rate design, state regulatory processes, learning management systems (particularly LearnWorlds), and experience working with state agencies. All proposals must include SAM.gov registration information, resumes, description of relevant experience, proposed approach, and budget broken down by task. The maximum budget is $175,000, with compensation on a times and materials basis monthly upon achievement of milestones. NASEO will be the owner of all final deliverables and files must be provided in editable formats. DOE requirements and terms from the underlying funding agreement will control the final contract.
