NASEO Requests Proposals for Resources for State Energy Offices to Advance Grid Resilience Planning and Implementation

The National Association of State Energy Officials (NASEO) seeks a consultant to develop key resources supporting technical assistance to State Energy Offices for grid resilience planning and implementation. The project focuses on enhancing the capacity of the 56 governor-designated State Energy Directors and their offices across states, territories, and the District of Columbia to effectively manage grid resilience investments and coordination.

The consultant will develop at least 3 Issue Briefs or State Spotlights addressing coordinated grid resilience planning and implementation strategies, written for non-technical audiences within State Energy Offices as the primary audience, with secondary audiences including Public Utility Commissions, governors' offices, and legislators. Content must clearly outline specific actions and best practices for State Energy Offices and include relevant graphics, tables, or maps. Additionally, the consultant will identify and develop at least 3 additional resources such as checklists, frequently asked questions, summaries, and guidance documents to enhance State Energy Offices' technical expertise on grid resilience topics.

Key dates include contract kickoff meeting required within 10 days of contract signing, bi-weekly check-in calls with NASEO staff starting 14 days after contract execution, and staggered deliverables: first Issue Brief at 2 months, second at 4 months, and third at 6 months post-contract; first additional resource at 3 months, second at 5 months, and third at 6 months. The project is estimated to run from May 2024 through December 2024. All written materials must be delivered in Microsoft Word format with graphics files, and the consultant will not have rights to reproduce or publish materials without NASEO's express written permission.

The consultant must have knowledge of programmatic, policy, and technical aspects of grid resilience and state-level goals, with deep understanding of State Energy Offices' distinct roles from Public Utility Commission regulatory roles. All applicants must meet DOE Mandatory Requirements and Standard Provisions, including current SAM.gov registration and assurance of non-debarred status. The project is funded through a cooperative agreement between NASEO and DOE's Grid Deployment Office, with all DOE contract requirements being controlling.
