Natural Gas Lateral, Interconnect & Associated Facilities / Firm Transportation RFP

American Electric Power Service Corporation (AEPSC), as agent for Public Service Company of Oklahoma (PSO), is soliciting proposals to construct, operate, and maintain a natural gas pipeline lateral and associated natural gas facilities to supply the Comanche U2-U3 Natural Gas Project (Plant) located in Lawton, Oklahoma. The Gas Facilities will serve as the primary fuel source for the Plant. The Company is also seeking offers of mainline firm transportation capacity to deliver natural gas to the facility.

The objective is to obtain a reliable supply of natural gas for the Plant beginning on its Commercial Operation Date (COD) estimated to be November 30, 2029. Fuel for testing must be available at the Plant site prior to the COD. All construction and interconnection activities should be completed with sufficient time to provide intermittent startup and fuel for testing beginning approximately November 30, 2028.

Proposals must address the construction, operation, and maintenance of natural gas pipeline lateral facilities, interconnect facilities, and ancillary equipment necessary to deliver natural gas to the Plant. Bidders must comply with all technical specifications, safety requirements, and regulatory standards outlined in the RFP documents, including AEP Safety and Health Requirements, OEM Natural Gas Fuel Specifications, and Natural Gas Venting, Purging, and Inerting Procedures.
