New Sparkill

Orange and Rockland Utilities, Inc. (O&R) has issued a Request for Proposals (RFP) for non-wires alternatives (NWA) to address distribution system reliability and load relief on the Sparkill substation circuit 50-3-13 in Rockland County, New York. The RFP solicits innovative Distributed Energy Resource (DER) solutions, with an anticipated focus on battery storage, to provide 2 MW of peak load reduction during summer months through 2033. The project is driven by expected load growth that would exceed the conductor relief rating, and the NWA must be capable of operating between 2 p.m. and 8 p.m. for approximately 60 days per year (June through September) when system load exceeds 1,000 MW.

Proposed solutions must be located along Route 9W between Rockland Road and the New York-New Jersey state line, with a preferred site for a 2 MW / 12 MWh battery storage system connected to the existing 13.2 kV distribution system. The battery must be charged between 1 a.m. and 6 a.m. and discharge according to a specified hourly load reduction profile. The vendor is responsible for all costs related to interconnection, site improvements, and compliance with local permitting requirements. The solution must be integrated with O&R's DSCADA system and meet ANSI standards for voltage, frequency, and system protection.

Proposals must be submitted through O&R's Oracle RFQ System by January 15, 2025. Respondents must first become enabled in the procurement system by December 6, 2024, and submit a completed Non-Wires Alternatives Solution Questionnaire (Attachment A) along with their proposal. Evaluation criteria include proposal content, viability, technology maturity, functionality, environmental and community impacts, unit cost, benefit-cost analysis (BCA), timeliness, respondent qualifications, and alignment with New York's Reforming the Energy Vision (REV) initiative. The selected solution will be contracted for a term through summer 2033, with O&R having the option to extend for up to five additional years if the planned substation upgrade is delayed.

Key milestones include a pre-bid conference on November 7, 2024, a deadline for clarification questions on November 22, 2024, and responses to questions posted by December 6, 2024.
