NOTICE OF INTENT TO SINGLE SOURCE EMPIRE PIPE & SUPPLY COMPANY, INC.

Collier County Public Utilities Department is procuring Master Meter Octave Series Water Meters to accurately measure and record reclaimed water usage for County customers. These meters will be installed on service connections where reclaimed water is supplied for non-potable uses such as irrigation, landscape watering, and other approved applications. The Master Meter Octave Series is selected for its proven accuracy, durability, and compatibility with reclaimed water conditions. All meters furnished shall meet or exceed applicable standards for reclaimed water metering, including AWWA specifications where appropriate, and be capable of providing reliable and repeatable measurement over the range of flows typically encountered in reclaimed water service.

The Collier County Utilities Department operates Master Meters throughout the Water, Wastewater, and IQ distribution systems. Flow meters are critical to the distribution system and are used to measure and track flows of potable and reclaimed water. Meters are read on a monthly basis and customers are billed for all usage. Florida Administrative Code sections 62-555 and 62-610 require all water to be metered.

Empire Pipe & Supply is identified as the only authorized waterworks utility distributor for Master Meter in the state of Florida, including Master Meter's entire product line of all sizes and types of water meters, AMR/AMI meter reading systems, components, and accessories. This notice of intent to single source is issued for Empire Pipe & Supply Company, Inc.

Key dates include a Q&A deadline of June 11, 2026, at 9:00 PM and a proposal submission deadline of June 12, 2026, at 7:00 PM. The solicitation was released on May 21, 2026.
