Proposals must be submitted via email to offshorewind@masscec.com by August 24, 2026, in PDF format using Calibri 11pt font, with a maximum of one file including attachments. Required attachments are the Signature & Acceptance Form and the Unified Agreement for Services Example. The RFP was released on July 28, 2026, and notification of award is expected by September 25, 2026.
The OIN program was developed through collaboration between MassCEC's Offshore Energy and Emerging Climatetech teams. Its goals are to establish a cost-effective path to in-water testing, invest in partner organizations, and grow the ocean technology startup community in Massachusetts. This roadmap will help identify high-leverage opportunities for strategic public investment to strengthen the ecosystem and deliver economic development benefits to Commonwealth businesses, residents, and ratepayers.
