Oklahoma Gas and Electric Company (OG&E) is issuing this Request for Proposal (RFP) to solicit offers from Bidders to supply SPP Deliverable Capacity. The product required is SPP Deliverable Capacity capable of counting as Accredited Capacity in the Summer and/or Winter Resource Adequacy season, according to Attachment AA of the SPP Open Access Transmission Tariff. The minimum quantity is 50 MW and the maximum is 1,500 MW of Accredited Capacity. The contract type is a Capacity Purchase Agreement (CPA). The Generation Facility must be registered in the SPP Integrated Marketplace and able to respond to requests from SPP. Any technology available as SPP Deliverable Capacity is acceptable.

OG&E requires Accredited Capacity available between June 1, 2027, and March 31, 2032, with a contract duration of a minimum of four months and a maximum of 60 months, aligned to SPP Capacity Seasons. A Technical Conference was held virtually on February 12, 2026, from 10:00 AM to 11:00 AM Central Time. Bidders must submit a Notice of Intent to Bid (NOI) by April 8, 2026, for a bid to be accepted. Bids must remain valid through the evaluation period and any regulatory approval process.

Bids must be submitted electronically to 2026BridgeCapRFPBids@oge.com by the bid due date. The evaluation process consists of a Threshold Evaluation, followed by a Non-Price (Qualitative) Evaluation (15% in aggregate), and a Price (Quantitative) Evaluation (85%). Qualitative criteria include Contract Risks, Costs, and Benefits (5%) and Capacity Security Risk (10%). OG&E may select the highest-ranking bid or multiple bids that address its needs.
