Bidders must submit their most recent quality analyses (within six months of bid opening) including proximate analysis, ash mineral analysis, ultimate analysis, and trace element analysis. OG&E may require a successful test burn before contract acceptance.
Key dates include: RFP issued July 22, 2026; bid submittal deadline August 12, 2026 at 5:00 PM CT; notification of successful bids by September 15, 2026 at 5:00 PM CT; contract negotiations complete by September 30, 2026; contract awarded by October 15, 2026; and first coal purchases beginning January 1, 2028. Evaluation will consider the most attractive total package, including price, quality, transportation, and operational factors. Bidders must complete a Credit Application Form (Exhibit A) and submit bids using the Coal Sales Proposal Form (Exhibit B). Producers and brokers must execute a Producer-Broker Statement. OG&E reserves the right to reject any or all bids, waive requirements, and request additional information. The successful bidder must have or be willing to enter into a Coal Supply Agreement with OG&E, and creditworthiness will be assessed prior to execution.
