Coal must meet specific quality specifications on an as-received basis: Higher Heating Value (HHV) 8,300-9,000 Btu/lb average (8,150 Btu/lb minimum), total moisture 32.0% maximum, total ash 6.8% maximum, size 3" x 0, grindability (HGI) 45 minimum, ash fusion temperature (reducing) 2,000°F minimum, and volatile matter 27.5% minimum. Sulfur specifications vary by plant: Sooner Plant up to 1.1 lbs SO2/MMBtu guaranteed (1.2 maximum), Muskogee Plant 0.90 lbs SO2/MMBtu maximum guaranteed (0.90 maximum), and River Valley Plant 0.80 lbs SO2/MMBtu maximum guaranteed (0.90 maximum). Pricing must be quoted in US dollars per ton f.o.b. railcar at the loading facility as a fixed price for the period, subject to Btu and SO2 adjustments. OG&E will not accept an SO2 premium payment structure but requests a quality price adjustment in the form of an SO2 penalty.

Bidders must submit a completed Credit Application Form (Exhibit A) and the Coal Sales Proposal Form (Exhibit B), along with recent quality analyses taken within six months of bid opening, including hardgrove grindability index, proximate analysis, ash mineral analysis, ultimate analysis, and trace element analysis. For non-producer bidders, a Producer-Broker Statement must be executed. Coal will be delivered by rail in unit trains of 115-150 cars, with loading facilities required to operate 24/7, 365 days/year and load each train within 4 hours. Sellers must have mechanical sampling systems and certified scales conforming to AAR standards at the point of delivery. OG&E may require a successful test burn prior to final acceptance. Bids will remain in effect for 30 days from the submission deadline, and contracts will be governed by OG&E's Coal Supply Agreement. OG&E reserves the right to reject any or all bids and to evaluate proposals based on the most attractive total package.
