Oil and Water Filters for Gas Turbines

Pasadena Water and Power (PWP), a department of the City of Pasadena, is seeking qualified vendors to supply oil and water filters for Gas Turbines 3, 4, and 5 LM6000 at the Glenarm Power Plant. This is a 3-year supply contract for essential components required for the operation of natural gas-fired combustion turbine units. The filters must meet specified technical specifications and quality standards. Vendors must provide products compatible with GE LM6000 gas turbines rated at 47 MW each (GT-3 and GT-4 are simple cycle units; GT-5 is a combined cycle unit with 71 MW total combined capacity).

The Glenarm Power Plant consists of five natural gas-fired combustion turbine units: GT-1 and GT-2 are 1970s-era Curtiss-Wright simple cycle units rated at 26 MW each; GT-3 and GT-4 are GE LM6000 simple cycle units at 47 MW each; GT-5 is a combined cycle unit with GE LM6000 gas turbine and Shin Nippon Steam Turbine with 71 MW total capacity. These units are primarily used to provide power generation during peak periods.

Key dates include a Q&A deadline of January 27, 2026 at 10:00 PM Pacific Time and a proposal submission deadline of February 4, 2026 at 10:00 PM Pacific Time. Vendors must comply with all City of Pasadena requirements, federal contract provisions, insurance requirements, and submit required forms including a Relevant Experience Form, Disclosure of Lobbying Activities, Federal Required Certification, and DoIT Technical Questionnaire. Proposals will be evaluated based on technical specifications compliance, pricing, and vendor qualifications.
