On-Call Environmental Construction Consulting Services

The County of Sacramento is soliciting proposals for on-call consulting services to support design, environmental protection, and documentation for construction and improvements to environmental remediation and monitoring facilities operated by the Department of Waste Management and Recycling across three landfills in Sacramento County, California.

The scope encompasses work at Kiefer Landfill (KLF), Elk Grove Landfill (EGLF), and Grand Island Landfill (GILF). Kiefer Landfill, operational since 1967, contains over 30 million tons of waste with 160 acres unlined and 200 acres lined. The site has active groundwater and unsaturated zone monitoring programs, a landfill gas collection system (operational since 1997), leachate management systems, and stormwater management. Groundwater contamination from chlorinated ethenes is being addressed through a 500 gpm capacity groundwater treatment system in service since 1995. Elk Grove Landfill, closed in 1977 and receiving final closure in 1992, operates a landfill gas extraction system with granular activated carbon treatment. Grand Island Landfill, closed in 1979 with a closure cap installed in 1999, continues groundwater and vadose zone monitoring. All sites maintain Waste Discharge Requirements and are subject to regulatory oversight.

Key dates include a Q&A deadline of January 3, 2026, and a proposal submission deadline of January 17, 2026. The procurement is conducted under the PURB (CMS payments) template and is classified as a consulting services purchase. The contract will be on an on-call basis to provide ongoing consulting support for the three facilities.

Proposals should address design expertise, environmental protection protocols, documentation capabilities, and experience with landfill operations, groundwater remediation, landfill gas management, and regulatory compliance.
