On-Call Environmental Services - FEMA

The City of Pasadena Water and Power Department is seeking qualified environmental services firms to provide on-call support for water utility capital improvement and maintenance projects awarded with federal FEMA funding. This RFP establishes a master services contract to supplement existing internal resources in the Water Division on an as-needed basis.

The scope includes environmental services supporting various water infrastructure projects. Successful contractors will work under a Master Services Contract (provided as Attachment A) and must comply with all City of Pasadena requirements, state prevailing wage standards, and federal FEMA contract provisions and terms and conditions. The contract will be administered through competitive selection per PMC 4.08.047.

Key submission requirements include: completion of all required forms (legal status declaration, non-collusion certification, conflict of interest disclosure, disqualification disclosure, taxpayer protection amendment disclosure, federal required certifications, lobbying activities disclosure, SAM entity ID verification, and designated representatives form); a relevant experience form demonstrating past performance on similar projects; responses to the DoIT Technical Questionnaire; and a detailed price proposal. Prevailing wage rates per California requirements apply to all work performed under this contract.

All proposals must include documentation of firm qualifications, insurance requirements compliance, and federal contract compliance certifications. The City will evaluate proposals based on published evaluation criteria and will award the contract through a competitive selection process. Firms must maintain appropriate insurance coverage and comply with HUD requirements as applicable to federally funded projects.
