ON-CALL MAINTENANCE, REPAIR, AND MODIFICATION OF LFG SYSTEMS AT KIEFER LANDFILL AND ELK GROVE LANDFILL

Sacramento County Department of Waste Management and Recycling (DWMR) is soliciting proposals for specialized on-call maintenance, repair, and modification services for landfill gas (LFG) collection and control systems (GCCS) at two County-operated landfills. Services include maintenance and repair of LFG wellheads, HDPE lateral and header piping, GCCS system valves, and other LFG collection appurtenances.

Kiefer Landfill operates an LFG extraction system that commenced operation on January 3, 1997, consisting of vertical and horizontal extraction wells installed in cells M1, M1-L, M2, and M3, with expansion to M4 expected in late 2025. The system currently collects approximately 7,500 CFM of LFG and feeds two gas destruction flares and two gas-to-energy plants comprised of five internal combustion engines total. Elk Grove Landfill is a closed facility that accepted municipal solid waste from 1961 through 1978. Its LFG extraction system commenced operation in 1993 and consists of vertical extraction wells with collected LFG treated through a granular activated carbon system, currently collecting approximately 110 CFM of LFG.

Proposals must address emergency on-call response capabilities, technical expertise in LFG system maintenance and repair, equipment and material availability, and project scheduling flexibility. Vendors must demonstrate experience with comparable landfill gas systems and provide detailed scope of work responses. Submission must include pricing proposals and organizational capacity to meet on-call emergency response requirements.
