Overhead Distribution Infrastructure Improvement Projects

The City of Pasadena Water and Power Department seeks qualified contractors to perform overhead distribution infrastructure improvements on the power distribution system. The City will award up to three contracts to one or more qualified contractors. The scope includes upgrading distribution system high voltage lines from 4kV to 17kV across three subprojects: 4kV to 17kV Conversion of F9, 4kV to 17kV Conversion of F11, and 4kV to 17kV Conversion of S3 (Temple Alley).

The Water and Power Department provides electricity to more than 65,000 customers through a complex Transmission and Distribution (T&D) system comprised of thousands of components. The distribution system contains high voltage lines operating at either 4,160 Volts (4kV) or 17,200 Volts (17kV). The work involves infrastructure components including utility poles, high and low voltage cables, transformers, switches, and dynamic protective devices.

Key Dates: Pre-Proposal Conference scheduled for March 30, 2023 at 4:30 PM. Q&A Deadline is March 16, 2023 at 5:00 PM. Proposal submission deadline is April 18, 2023 at 6:00 PM. Contractors receiving award will be required to coordinate activities with the City's Representative regarding ongoing operations at sites and access. This procurement follows the City's Labor and Materials (Competitive Bidding PMC 4.08.045) template.
