P031-26 138KV OUTDOOR CIRCUIT SWITCHERS, SF6 FOR TITAN SUBSTATION

The Brownsville Public Utilities Board (BPUB) is requesting proposals for the procurement and delivery of two (2) 138kV outdoor circuit switchers with SF6 gas-filled puffer-type interrupters for the Titan Substation. The circuit switchers must be configured with vertical interrupters without disconnect switches and include a single stored-energy mechanism with ground-level operator. Equipment shall be rated for 1,200 amp continuous current, 61,000 amp momentary current, and 40,000 amp one-time duty-cycle with maximum interrupting time of 6 cycles. All metallic surfaces must be prepared and painted according to Steel Structures Painting Council standards to protect against atmospheric corrosion. Mounting pedestals shall be galvanized internally and externally at 104 inches in height, or manufacturer shall maintain IEEE required height to point of indeterminate potential, whichever is higher.

The equipment must comply with NEMA, ANSI, and ASTM standards including ANSI C37.016, ANSI C37.04, ANSI C37.06, ANSI C37.09, ANSI C37.11, ANSI Z55.1, ASTM D2472, and NEMA SG4-2009. The circuit switcher shall be subjected to comprehensive factory production testing including leak tests, dielectric tests, operating speed tests, and mechanical operations tests (minimum 50 cycles). The manufacturer shall warrant the equipment for a period of 5 years from date of shipment. Delivery shall be made within the last quarter of 2026 to 1495 Robinhood Drive, Brownsville, TX 78521. Prices must include all costs of delivery, with title passing to purchaser upon delivery at the delivery location.

Key dates include March 20, 2026 as the last day to submit questions, March 25, 2026 at 5:00 PM CST for proposal submission deadline, March 26, 2026 at 10:00 AM for proposal acknowledgement, March 27 through April 22, 2026 for proposal evaluation, April 23, 2026 for final recommendations, and May 11, 2026 for board approval of contract award. Proposals will be evaluated based on net price (25 points), time and condition of delivery (30 points), compliance with equipment specifications (20 points), compliance with contract terms and conditions (20 points), and references (5 points) for a total of 100 possible points.

Successful vendor must execute a contract and furnish a Supply Bond in the amount of the proposal. The vendor must agree to receive payments via ACH (Direct Deposit) in lieu of paper checks. Payment terms are 95% upon receipt of equipment and final payment within 180 days after delivery upon satisfactory installation, testing, and acceptance. The vendor shall indemnify the purchaser against any losses, claims, damages, and reasonable costs attributable to failure to comply with delivery requirements. Liquidated damages are set at $500.00 per day if circuit switchers are not delivered within the specified delivery timeframe.
