P1900043 & E2320071 Gambell St OH/UG & Transmission Pole Relocate

Chugach Electric Association, Inc. invites bids for two combined CEA projects plus joint-work with GCI and ACS along Gambell Street in Anchorage, Alaska. Project P1900043 involves replacing existing overhead 12kV and 35kV circuits with new underground conductors and facilities from 3rd Avenue to 16th Avenue, including removal of poles from Gambell Street and work in adjacent alleys. Existing street lighting will be maintained on existing poles until a future DOT project replaces lighting. Project E2320071 requires relocation of one transmission pole and replacement of another transmission pole between the 10th-11th Avenue alley near Gambell Street, enabling eventual removal of the existing transmission pole from the current sidewalk. GCI and ACS joint-work includes installation of facilities for eventual undergrounding along Gambell Street. This project complies with MOA Title 21.07.050 Ordinance.

The successful bidder must be union signatory or execute a collective bargaining agreement with IBEW Local 1547 (or comply with terms of current agreements between IBEW Local 1547 and the Alaska Chapter National Electrical Contractors Association). Substantial completion including retirement, installation, energization, and service cut-overs must be completed no later than October 1, 2026, with final completion, clean-up, punch list, as-built drawings, and close-out by October 15, 2026. Liquidated damages of $1,000.00 per calendar day apply for failure to meet the completion date. A bid bond equal to 10% of the bid price is required.

Key dates include: Invitation to Bid issued May 5, 2026; Bid Questions and exceptions due May 19, 2026 at 12:00 PM; CEA responses to questions and accepted exceptions due May 26, 2026 at 5:00 PM; Bids due June 2, 2026 prior to 2:00 PM Anchorage time. All bids must remain valid for at least 60 calendar days after the bid due date. Contract work is subject to the union signatory sections of Chugach's Outside or Generation Agreements contained in Exhibit N of the 2024-2025 Outside Electrical Line Construction Contract. No work shall begin until an NTP is issued, which requires submission of bonds, certificate of insurance with builders all risk coverage, and a Project Specific HSE Plan.
